If memory serves me correctly(it very well may not cause it's a son of a bitch), Devin wrote the song after she had already recorded her tracks and left. To me, the high parts on Ih-Ah! sound like Devin's voice.

I'm pretty sure she is not anywhere on the song, cause as you said, she'd already left by that time. The booklest says that additional vocals in Ih-ah! are by Susanne Richter. If you mean high parts being those "We don't even understand..", then yeah, I think it sounds like only Devin to me too but you can hear female backing vocals in the "ih... ah... ih..." parts.
