Simple answer is Devin sent a demo tape (Noisescapes from Ass-Sordid Demos II) to Relativity Records. The guy from the label was impressed and showed it to Steve who was looking for a singer. Steve asked if Devin would be willing to join the band.
Relativity did sign Devin and the album was half recorded before they asked him to do a grunge record instead. He declined and the album was never finished. Those recordings do show up on both Ass-Sordid Demos CDs.
