Some more info certainly would help. There could be loads of stuff:

- computer infected by trojans which are eating bandwith by sending spam - so checking system with some up to date antivirus software or spybot won't do harm
- your friend could have something running in background and i.e. downloading some updates to software or system, checking system tray (or processes) should do :)
- computer may be hooked to some NAT/router together with bazillion of other users who torrent the shit out of the bandwith (can't do much unless you know teh NAT admin)
- or just ISP is being shit at the moment etc. well contact customer support then
- or maybe there's some problem with DNS servers (which usually look like websites loading with huge delay/not loading at all), then you have to find another DNS to use them
- or maybe it's time to mother of all workarounds - reboot :)

If it's a wireless connection, try connecting to the router with an ethernet cable instead and see if the problem persists.

Or if it's ethernet connection try to connect through wi-fi :). Or change ethernet cable, or plug cable to another port on switch/hub (wherever it's connected).

Also, if you're using an ADSL microfilter into the phone socket, change that. Mine screws up once every few months :x

There's a whole bunch of things you can do. In any sensible order:
  • Reboot
  • Reset modem and routers
  • Disable firewall/antivirus
  • Disable P2P software (DC, torrent)
  • Connect directly to the modem (i.e. no routers)
  • Check cables
  • Change DNS
  • Stop the goddamn boats from milling undersea cables to shreds!
  • Switch to linux
  • Check ISP website for maintenance notices
  • Contact ISP helpdesk
