It has a similar-looking fan, but it's way larger than any PSU I've seen.

There was talk of this same device being complete maybe.. 5+ years ago. I remember reading just about the same article:) If we do some searches on google, we'll find that this weapon has been 'ready for use' for years. I'm sure the claims of it and idea of it have been around considerably longer..

That's the.. shall we say, commercial version of it. The military version is called the Active Denial System, and it's a bit more frightening. It was in the news a bit ago because they let a reporter feel it.. she said it was like being in front of an oven.. not explicitly Painful, but way too hot to not run away.
