You're speaking about both genres in the past tense. They both exist and have moved and splintered far beyond their roots.
Just as we have old school heavy metallers who can't stand anything that doesn't have clean vocals and solos, there are old crusty punks stuck in the late 70s, or those old hardcore dudes stuck in the 80s. Each genre has its subgenres. Punk isn't always political and doesn't have to be defined as such (and frankly it didn't start out as being toally political, that's more the defining feature of early british punk and later american hardcore) and can probably only be defined by a DIY ethic. Metal I guess by a finger in the air, ahah.
They're both huge genres, encompassing a larger number of themes and sounds. Hell, they overlap to a great degree and have added a lot to each other over the years. Extend the hand of friendship today! Adopt a punk!
