Have you heard Fistful Of Hate yet?? It's so heavy!! There's even a little more melody in like 2 of the songs, and by little...I mean little. It's priobably their heaviest album since Truth Hurts, which was BRUTAL!

Someone finally figured it out!!

The artwork was featured in a late 80s RIP magazine I believe. It is the artwork of an UNRELEASED LP 'While the flame still burns' by a former NWOBHM band called Desolation Angels. The artwork was created by the band's vocalist Dave Wall and will be included in the band's soon to be released 'Anthology'. As far as I know, the artwork does not exist on the internet so only those who could scan a copy of either the magazine, LP or upcoming 'Anthology' will be able to give us a look at this mysterious piece of art.

The picture in question is in the bottom left hand corner here, though it looks unfinished with no color (or maybe faded). They actually sound quite good:

You know who figured it out? Den from Sentinel Steel! The guy who runs http://www.metalcdratings.com, Clint, also posts at http://www.metalreviews.com and, like me, ever since I posted the question there it's been eating at him! Hahahaha. So, he contacted Den from Sentinel Steel—which I'm almost positive I did, as well—and somehow Den tracked down the answer! I'm stoked!
